 I'm guessing a little here, hopefully to help you or
someone else find the right solution... :)

Problem 1: Could it be that you have limited the
number of ports through the firewall a little too
much?

Problem 2: I'd guess it's a permissions problem. But
you say you've reset permissions. Have you checked
which account is running the nsr services?
Also, check for files named as system folders in C:\
and in C:\Program Files, for example a file named
C:\program.txt or C:\Program Files\Common.dat (I hope
you get the idea).

I'll keep guessing if you think it's any help! :)
