Since you want to separate your backups by level, I think selecting
levels for each tape pool is easier:

o Set up your clients into the groups you want (I assume this is already
done)
o Set up 2 pools named xxx (for incrementals) and yyy (for fulls)
o In the pool definition for xxx, select all non-full levels you want
backed up to this pool
o In the pool definition for yyy, select full
o Add each group to both pools
