I can label the tape and use the tape if I use it as a single drive. Label
it by nsrmm and mount it by nsrmm.

However, when using GUI or nsrjb to inventory the labeled tape, it return
I/O error. We can do now is using the old tapes only. All the new tape
cannot be inventory by the library.

Anyone met this strange case?
