After double checking with the documentation of nsr_jukebox it seems
that auto media management is not needed for the recycle.!!!
Sorry about posting an unconfirmed requirement.

In several environments I know, it is disabled and recycling media works
fine also.

my understanding, turning on this feature only if you allow the media to
recycle to different pool
