If anyone else runs into this issue, Legato has identified it as bug ID
LGTpa43210 (present in at least 6.1.1 and 6.1.2).  I'm not 100% convinced
that LGTpa43210 is what I'm encountering, but it's definately close.
I'll post if I get any resolution.
