It would be worth checking account permissions on this server.
Make sure that the system user has not had its permisions denied.  Compare it 
with another working server.

I have one client whose registry files will not backup. It is an
authentication server, and the following files appear locked when the
backup tries to access them. We have other exact servers, with registry
being backed up without problems, has anyone seen this before? any
