You (currently) can't.
Parallelism is currently setable on the tape and server levels only, and
even then it's only an advisory setting for the tape (ie, the server can
ignore it if needed).

Apparently this will be changed in a later version (I've been told Networker
7, but that could be incorrect), such that you'll be able to set parallelism
at the storage node level, but even then I doubt it'll do jukebox level.
