On windows, the 'OS' default excludes are managed in the registry somewhere and 
you could use tools like ntbackup to edit them.

On real operating systems, there are very few parts that you want to skip. 
Usually on Solaris and Linux tmpfs (/tmp) is excluded, but other than that.... 
everything.
