I have 3584 with LTO drives.  I know at some point back,
the Library firmware got to the point that it could be 
updated non-disruptively.  My IBM CE has done several times
and I kept drives running.

You're CE should be able to tell what level you need to be
at NOW, before an upgrade is non-disruptive.

I don't know if it matters whether you have 3592 or LTO drives.

We are getting ready to upgrade the lib/drive firmware
in our 3584 with 3592 tape drives.  Just to do it, I
downloaded the latest version of the 3584 manuals since
my set were vvvvery old.  I took a glance at the firmware
upg procedure and read the following:

"The TS3500 Tape Library offers a nondisruptive library firmware
 update, that is the ability to update library firmware withouth scheduling
downtime and without interrupting job flow or reducing productivity.
An IBM Service Representative can perform the update by using the
CETool software applicante, or you can perform the update from the Web."

Has anyone upgrade their 3584 lib firmware without taking
all the drives offline in TSM?
