If I can add some... if someone is claiming to be an architect/designer, at 
lease he/she should have some working experience of SAN/NAS and most of the OS. 
You can not design by just knowing TSM or for that matter all other enterprise 
backup products.  But TSM admin does not necessarily need to know all that to 
support the TSM environment.

My two cents:  If they person doesn't hold a IBM Certified Advanced Deployment 
Professional - IBM Service Management Tivoli Storage Management Solutions V2 
certification, then I'd want them to be at least a Deployment Professional in 
TSM and have performed the archtecting of at least one or two successful 
TSM-based implementations.  Or have implemented many successful TSM-based 
solutions of varying complexity.

An administrator doesn't necessarily need to 'design' the implementation, 
though the admin needs to understand it.

If that riles up a few administrators who feel they can architect a solution 
... I suggest becoming certified as a deployment professional or advanced 
deployment professional (might as well let the cert reflect who you truly are, 
even if your position is "only" an admin position ... ;-).

before granting someone the title Backup and Restore Architect,
what requirements should the person be able to fulfill.   I am looking to
see what is the difference in proficiency and skill-sets between an 
administrator and an architect,  Any input, short list, etc  will be greatly 
appreciated
