The generic service is how you setup a custom service as a cluster resource.  
This is what allows TSM to follow Cluster1.
You will run three backups, if the dsm.opt files are setup correctly on all 
three, there will not be a repeat of any file system.

There are good docs on the steps required.  I suggest you follow them, we have 
had issues getting it to work if things are not done right.

Just as our standard we place the cluster1 dsm.opt file and logs on the first 
drive letter of cluster1 in the same path as the normal TSM install.

It has been a while since I had occasion to set up backups on a
Windows cluster, but I think you are missing at least two things
and possibly three things:

1.Configuring the clustering infrastructure to start the cluster
CAD instance on the new cluster host during a fail-over.
2.Configuring the clustering infrastructure to replicate the
registry key used to store the TSM password for the cluster node.
3.Updating each host-specific options file so that it only calls
for backups of the host's own disks, and updating the cluster
options file so that it only calls for backups of cluster disks
(this is the one I am not sure about).
