Thanks Richard. Tried all that and no joy.
What we did discover was the cause of this notoriously misleading error,
was that the paths defined on he library manager for this library client
were OFFLINE. Once we put them online and retried the DB Restore, it
worked like a charm.

The messages fail to tell the customer what the problem is, but my
instincts suggest failure to access the tape library and drives.  Assure
good device status in AIX (check the AIX Error Log for any indications),
and assure appropriate device driver software installed.  Perform some
tape access commands (tapeutil or the like) in the OS environment to
test usability.  Also assure that the HL and LL addresses are
appropriate to what you are working with on that DR config, and that
network connectivity is present.
