The missing part is a client that understands the z/os file systems and also 
understands the TSM api. 
There is a client for the OEMVS filesystems that will work with an open TSM 
server, but not the other z/os file systems.

Hi,
What is the technological limitation that prevents backing up z/OS data
(including DB2) into an open TSM server like AIX. The issue is not advanced
cases like LAN-free or any other scenario that requires awareness of Ficon
protocol or the layout of mainframe data sets by AIX. At least we have
TCP/IP in common between the two worlds, why not sending backup over TCP/IP?
