DEFine CLIENTAction is a convenience command which both defines a
OneTime client schedule and establishes an Association.  The Duration
is 5 days, described by Technote 1140937, where TSM gets to the
schedule eventually.
You could try tweaking the schedule's DURation and DURunits to get it
going sooner.

Certainly the DEFine CLIENTAction command is ripe for an invocation
parameter which would render execution more promptly.
