So if i wanted these to be kept offsite AND onsite, do I need to issue a
manual copy command?

Hi,

You don't create a backup set into a storage pool. You use a devclass.
So, even though the backup set is created into the same device class as
the primary pool is using, the set is not in the pool and will not be
copied into the copypool.
