Your posting doesn't provide us with any levels information, as to
the TDP or your OS environment; or whether you have been successfully
running this in the past or whether this is the first time after an
install.

My guess would be that the TDP and/or TSM API level are inconsistent
with the runtime libraries at your current operating system level.
That needs to be fully checked out at your site, relative to the
requirements specifications for the TSM software you are using.
