The user that I am using is in the local admin group and the directory I
am trying to backup is this users home directory.

What additional rights are you refering to in the TSM client manual?

Look in the TSM client manual for Windpws; besides read/write access, the
"user" has to have specific other WINdows admin rights in order to run a
backup.
