%util is at 100%, %migr is 0% and caching is off; it WAS on, so I'm wondering
if TSM applies the option to files as they are being received, as it were, or
the storage pool as a whole, as soon as the option is changed.
If that's the case, then I can understand why these files might not migrate,
but if not, how on earth do I clear this disk?

[ADSM-L] Is 'Cache Migrate Files' immediate?
I have a diskpool at 100% and attempts to migrate the data to its Next
Pool
are failing saying that there is nothing to migrate. Setting 'Cache
migrated
Files' to NO from YES should, in my book, enable the migration to start,
but
it's not - I'm getting ANR4972i "migration is not needed for the storage
pool
name".
Am I missing something obvious?
