I too have the same issue, and that answered one of my questions, the
next is does the TSM server service itself have to be brought down
before deleting them?

Chris -

Those are TSM server crash dump files in Windows, from when the
server was running as a Windows service, and when it was not.  If the
info in them is no longer needed in pursuing the crash case, then I
believe they can be disposed of to reclaim needed space.
