You can run q occ to see how many files and bytes each node is storing in each 
storage
pool. You can compare how much data is in the primary pools with how much in in 
the
copy pools to see if anything is being missed.

Yes.  From the 5.4 AIX Admin Guide:
"Copy storage pools and active-data pools provide additional levels
of data protection for clients. Copy storage pools can contain any
combination of active and inactive data, archive data, or space-
migrated data. Active-data pools, on the other hand, contain only
active versions of client backup data."

Without knowing the basis for that belief, check that your Backup
Stgpool operations are running to completion, and that such an
operation is being performed on each primary storage pool in the
hierarchy.
