Domain ALL-LOCAL client option set

When using ALL-LOCAL in the domain statement of a client option set it
doesn't seem to work.
When I issue "dsmc q opt" from the client the domain states "ALL-LOCAL"
instead of the translated local filesystems.
The system is AIX. The local dsm.opt file contains "DOMAIN /" to back
up the root directory only.
I want to use client option sets to control all other file systems
backed up. Since domains are additive in a client option set I would
expect ALL-LOCAL to work.
Is this normal behavior or a bug? I haven't been able to find any
documentation on using ALL-LOCAL in client option sets.
