My 2 cents. When using the CAD to control the scheduler you can make (almost 
all)
changes to dsm.opt whithout (forgetting to) restart the scheduler.

Do people use the CAD to control the scheduler? Is this a good idea,
what happens if the CAD fails?

Is this best practice?
