If the clients whose data is on the tapes were configured to
encrypt backup data, the tape contents will be protected by
the encryption.

Barring that possibility, the only thing protecting the data
is the obscurity of the TSM volume format. If the backups were
done without client compression, even software that cannot
decipher the TSM file headers may be able to recover recognizable
fragments of text data from files on a TSM storage pool tape.
