Retention Problem

I am obviously having a brain cramp, because I can't figure this out.
I have files on a NetWare client (6.5, SP4) that seem to be retained past the
parameters of thier management classes. One example:
File: Testrehab.xls
Four versions of this file are stored by Tivoli:
Active April 17
Inactive March 17
Inactive March 16
Inactive March 2
However, these are the retention settings:
Versions Data Exists 30
Versions Data Deleted 30
Retain Extra Versions 30
Retain Only Version 30
Shouldn't the inactive files that were backed up on 3/2 and 3/16 be expired?

Running TSM 5.1.7.0 on z/OS. Yes, I know I need to upgrade - am in the process
of that now, but thought I should figure out this issue first. I've reviewed
manuals and redbooks, but am obviously missing something.
