In the ISC, on the left, click to expand CONSOLE SETTINGS.

Go to User and Group Management -

Select All Portal User Groups

Select TSM_Admincenter

Click ADD MEMBER

You should be able to select the new userid and add it to the group.

(Or do the same thing with iscadmins, if that's what you were after.)
