AFAIK this is fixed in the v5.3 client. We're setting LANG and LC_ALL
to en_US, and as far as I can tell, files with both UTF8 and iso8851-1
characters in their names are backed up now.

LANG=en_US
LC_ALL=en_US
export LANG LC_ALL
