This was both a client level backup/restore problem, and a XP permissions
problem.

When the machine was first installed, they used the TSM 5.2 client, which
fixed a few scheduler problems with windows.  When the machine was reinstalled
the admin installed an older version of the TSM client (5.1.4).  I assume
that this is the type of error you will see when you attempt to restore
files backed up with the newer client with an older client.

The second problem went away when the user restored the files to something
other than the original location.  There must have been some Windows ACLs that
were causing that.
