This depends on the bios.
Some machines emulate a floppydrive when you startup with a usb key, so I
guess this could be a working option. But I must say, I've never tried it.
Windows need to think that he sees a floppy, so with a cd it does not work
:-(
I use a USB Floppydrive, that works very good too...
