Carefully consider the reuse delays on your sequential storage pools. 
The larger the reuse delay, the more tapes you will have in "pending"
state.

Reclaims of offsite copy pools consume tapes as well, because the
reclaim has to occur to a scratch tape rather than to another tape in
the same tape pool.  Manage these reclaims carefully.
