I haven't been following this thread but this page states the Admin
Center is supported on Windows 2003:

For the record, the Admin Center is not supported on Windows 2003. I'm
not
sure whether there is some real incompatibility between ISC and W2K+3,
but
I'd recommend going with a supported OS.
