JR- TSM start/stop domino

I am running TSM on an AIX server and I need to stop Domino running on a
Windows 2000 server.  I am receiving error number ANS1902E.  I believe the
problem is that even though the TSM CAD and Domino are both running as
system accounts, TSM can not stop Domino using the preschedulecmd unless
these services are running as a user.  Any thoughts on this?  thanks
