When posting, please include your platform and ADSM/TSM level to afford
perspective. I don't understand why you'd need to restart TSM on a
modern system for it to recognize the prevailing date/time: the OS
should take care of that, and ADSM/TSM will use it. By convention,
computing systems are all coordinated to UTC, and employ an offset for
local time. The SHow TIME command can be used to verify.

The 440 message is probably from a rogue system. See that msg in
http://people.bu.edu/rbs/ADSM.QuickFacts for what we've seen before.
