I don't think that this is correct. 
If I'm backing up only exchange DB, I don't have to register TSM client on 
server. I will not use TSM client.

Yes, he definitely needs both. One is TDP for Exchange Server, one is
for TSM Client. Both of them must be registed on TSM Server.
