No GUI appearing for backup/restore

Subject: No GUI appearing for backup/restore

I am trying to do a restore using the TSM gui the client
is aix 5.1.5 and the TSM version is 5.3.

I keep getting the following message

The page cannot be displayed does anyone know why this is
coming up?
