The backup will inspect X amount of files and fail with the same X
amount of files (stating that zero files were backed up).  However the
bytes transferred is about where we would expect it to be with a
successful incremental.  

My confusion may be that I thought if a file fails, it is not actually
backed up.  Is this the case with failed files?

Maybe I just have a high density, but I do not understand the question.
It sure would help if you could provide actual TSM log data (or other
documentation) that illustrates the problem, calling out the specific
bits that you have in question.
