Is file ESEBKMSG.H publicly available. Do you have something similar for
SQL?

I would appreciate if you post it or send it to me.
Lots of times, we can solve TDP problems if we would know how to
translate HResult codes.

A quick glance at the Microsoft ESEBKMSG.H file shows this:

Are you running circular logging? If so, you can only perform full and
copy backups.
If you want to run incremental backups, you will need to turn circular
logging off.
