HSM Problems

Has anyone seen the following errors ?

01/29/05   11:29:32 ANS9178E dsmscoutd: cannot open file /dev/fsm: The
requested resource is busy..

It seems as each time this error get logged another dsmscoutd process
starts until thousands of scout procs are running and the system hangs.
