Check server settings in dsmserv.opt. There must be strings:
COMMmethod HTTP
HTTPPort 1580

Andrew, I think, what Luc have trouble not with TSM 5.3. 

If I say http://TSM5.3machine:1580 , in browser I see page with info
about not supported feature.
