Okay...  tapeutil is not a Solaris command, but rather one which comes with
your IBM tape drive product device drivers.
For your 3583, you want the  IBM Ultrium Device Drivers  Installation and Users 
Guide
manual, which you can get starting at the web page

Everyone dealing with IBM tape drives should have the Device Drivers IUG manual
which pertains to their product technology, as it contains vital information for
system management of the drives.
