Thanks to all who offered help here.  The solution turned out to be
straightforward as well as embarrassing.  There was nothing wrong with the
configuration or the fact that TSM was running under an ID other than
root.  All the volumes had been entered into the library correctly and
checked in with CHECKLABEL=BARCODE.  So all should have worked.

What happened was that the vendor interpreted "labelled" in a different way
when supplying 3592 cartridges.  Over the last eight years, we've placed
about a dozen orders for cartridges with 3 or 4 vendors, including the
present one, for 3590 cartridges "labelled".  This has always meant barcode
and internal label.  It appears that for 3592, that means "labelled and
initialized".  So we checked them all out and ran the LABEL LIBV on the
batch and all is fine.

Do you mean to say that you have defined and configured the library and
the drives, and that when you try to mount a tape it does not do anything?

Can you post the q dr f=d & q path f=d output?
If you have successfully defined the library and the drives with the paths
then the only reason that the drives don't respond is if you have the
element numbers mixed up.
