Opened ticket with Tivoli. They came back with the AIX 2534 error
was that RMAN couldn't find tdpo.opt file. 

I had done a lot of checking between this system and the original
one with all these S/W versions that WAS working.

Doing AIX "diffs" of env and other stuff.  Problem was they were the
same on both systems.  However DBA RMAN backup script "sourced"
in "prod" variables on this machine and "test" on the other.  Prod still
had old ../oracle/bin, whereas test on both machines had correct
 ../oracle/bin64!

We are having a Barbeque at work Friday.  I will suggest we add
barbequed DBA to the menu!

David - A good possibility is an incorrect setting of your LANG
        environment variable.
I would double-check the environment in general, and options file(s).
