It would be best if you read through the introductory material on the product to
gain a full understanding of its facilities.  The Admin Guide manuals provides
a lot of good information, and the "Tivoli Storage Management Concepts" redbook
(as is the case with all the redbooks in general) is excellent in providing a
solid grounding.

Copy Storage Pools are, as their name implies, safety copies of the data in
Primary Storage Pools.  Tapes do not shift back and forth between them.  "Tape
is tape": it it exposed to the elements and is a contact medium subject to a lot
of handling.  As such, it is prone to contamination and unreadability.  Thus,
you need to make a safety copy.  For perspective on tape, see various web
