That's mostly correct, but for volumes that have an access mode of
"offsite" it doesn't work that way. If you have a copypool volume that
is 20% full when you send it offsite, it's immediately a candidate
for reclamation. The manual warns that this may result in excessive
reclamation, if you're not careful.
