When you state that you are having problems getting the services running, did
you:
1) Get the clients installed and running on both machines independently
2) Install the services on each node for the cluster, using the shared storage
device and get it running on both nodes
3) Once you add the service to the cluster it will run, but once you fail the
cluster to the other node the service fails to come up?

Read the TSM client for Windows manual. There is a chapter on
cluster-based setups.

aren't revealing much in the way of a reason for the problem.

What level of patch are you on for W2K? What level of TSM
client are you
using? Did you follow the instructions in the TSM client for
Windows manual
concerning setting up cluster-aware services?
Also, stating "we're having problems" without being specific
about what
those problems are (error messages, etc.) means that people
will not be able
to offer you much help.
