It was (is?) calles ADSTAR Distributed Stoware Manager for WIndows NT Single 
Server Edition. From

Stand Alone TSM server?? You can install TSM on a Winnt machine and give it
a Stand Alone config. Basicly it a full TSM(so every documentation on TSM
(client and server) applies) server with only one node on it (the local
machine) and you can use the local drives on it, but why do you want this?
