TSM is backing up WINNT\SYSTEM32 every night!

We have Symantec Antivirus installed which scans each server nightly. We
also do an incremental backup nightly although the times for each do not
overlap. It appears that TSM is backing up the WINNT\SYSTEM32 directory
every night on each file server, although the data hasn't changed. This is
causing alot of extra data to be backed up unnecessarily. There is an
option in SAV to not backup a file "opened for backup" which I do have
unchecked as it's supposed to be. I'm not entirely sure this is caused by
SAV as it appears that the WINNT\SYSTEM32 directory is the only one that is
consistently backed up each night.  I have opened a problem with Symantec
support but since the SYSTEM32 directory appears to be the only directory
getting consistently and uncessarily backed up, I think the prolbem must be
with TSM instead.  Anyone else having this problem?
Ideas? Suggestions?
