Are all objects previously stored via this archive copy group given the new 
retention or only those stored after the change is made?

...and to answer your other question: once an archive is created, its retention 
period cannot be directly altered in any way.

What you have to do is retrieve the data, and then rearchive it with a 
management class using the preferred retention time.

The lesson here: pick your retention time carefully before you start archiving.
