I have been working with TSM for the last 4 years an
noticed this problem on numerious occasions (at different
customers).  I also tried to isolate the cause of this
problem but couldn't manage to.  I did log a call with
Tivoli when TSM was still on version 3.7.  They told me
that the issue will be resolved in 4.1.  Although the
upgrade reduced the occurance of this problem a bit it  did
however not resolve it completely.
