Yuriy - Unfortunately, the publications sometimes employ non-civilian 
terminology
        without explaining it.
Run Time software refers to the library of functions which an application may 
call
to perform its deeds.
Compile Time software refers to the application which employs the library.
In this case, TDP/O is the application and the TSM API is the library.
Page 5 of the TDP/O manual explains the TSM API level requirement.
The TSM API software is bundled with the B/A client.
You should best check to see how you got out of sync on that NT box, to avoid
future problems.
