When you install the client, the admin command line does NOT install by
default.

Put your install CD back in, and do a CUSTOM install.

When you get to the screen that says "select the product features you want
to install",
click the "+" sign next to CLIENT to expand the tree.
You will see that the Admin Client files are not selected by default.

Change that, and run through to FINISH.
